Privacy Consultant

Privacy Consultant contract opportunity leading privacy-program development, data-access governance, Privacy Impact Assessments, policy development and data-sharing activities for a multi-agency Saskatchewan health-research platform.

• Remote work from anywhere in Canada during Saskatchewan business hours
• Approximately 20 hours per week on average and 1,800 estimated total hours, with weekly hours varying
• Contract through March 31, 2028, with occasional Saskatchewan travel and onsite or hybrid attendance as required

Our client, a Saskatchewan public-sector healthcare organization, is seeking an experienced Privacy Consultant to support the Health Research Data Platform – Saskatchewan. The consultant will manage privacy and access deliverables for secondary data users while helping strengthen the platform’s privacy program, governance model and compliance with Saskatchewan legislation. Key deliverables include the HRDP-SK PIA, implementation planning, privacy policies, training, breach guidance and Master Health Data Sharing Agreement content.

You will report to senior privacy and health-research leadership and collaborate with researchers, healthcare providers, post-secondary institutions, government ministries, Indigenous organizations and provincial committees. The work supports a complex, multi-partner environment providing coordinated access to health data for research.

You are a practical privacy professional who can interpret legislation, conduct PIAs, develop policies and data-sharing agreements, and translate privacy requirements into workable controls. You can build consensus across diverse partners while producing clear documentation, training and risk-mitigation plans.

Critical Experience Requirements:

• Bachelor’s degree in health information, social science, public administration or a related field.
• Minimum five years of proven Privacy Consultant experience.
• Privacy guidance and advice in complex, multi-partner environments.
• Conducting PIAs and developing associated implementation and risk-mitigation plans.
• Developing and implementing privacy and access policies and procedures.
• Developing, reviewing and executing data-sharing agreements.
• Reading, interpreting and applying privacy legislation.
• Experience reviewing data-access requests and advising on secondary data use.
• Strong stakeholder, committee, facilitation and written-communication skills.
• Ability to work during 8:00 a.m. to 5:00 p.m. Saskatchewan business hours.
• Flexibility for variable hours, onsite or hybrid work and occasional Saskatchewan travel.
• Canadian work authorization and three professional references.

Nice to Have:

• Expert knowledge of Saskatchewan’s Health Information Protection Act.
• Experience applying Saskatchewan FOIP requirements.
• Knowledge of fair information practices and recognized privacy standards.
• Knowledge of OCAP principles and the UN Declaration on the Rights of Indigenous Peoples.
• Indigenous data-governance, identifiers or anonymization experience.
• Saskatchewan healthcare or comparable health-sector experience.
• Privacy-program development, breach guidelines and privacy training.
• Health-research data-access or multi-agency governance experience.
• Knowledge of emerging privacy issues involving artificial intelligence.
• Completion of TCPS: CORE-2022 research-ethics training.

Competitive hourly contract rate based on experience, engagement structure and overall alignment. The consultant must provide required equipment and account for travel associated with remote or hybrid arrangements.
